La performance nell’Amministrazione Pubblica è argomento che suscita interesse nella dottrina e nella prassi in molti Paesi (OECD 1997). In Italia il d.lgs. 150/2009 ha richiamato l’attenzione sui sistemi di misurazione e gestione delle performance. Per evitare che si ripresenti il divario tra quanto previsto a livello normativo e quanto realizzato, massima attenzione deve essere posta alle condizioni di avvio e al processo d’implementazione. La ricerca presenta il processo di avvio del “Ciclo della Performance” in quattro Comuni italiani e analizza se esistono e quali sono le condizioni che ne hanno favorito lo sviluppo e le criticità emerse.

The performance in the public administration is a subject that arouses interest in doctrine and practice in many countries (OECD 1997). The Italian Legislative Decree no. 150/2009 has drawn attention to the systems of measurement and performance management. To avoid any repetition of the gap between what is expected and what has been achieved at the regulatory level, attention should be given to starting conditions and the implementation process. The paper examines the boot process of the “Cycle of Performance” in four Italian cities and analyzes if any, and what are the conditions that have facilitated the development and the problems that emerged.
